The flying boats of the Italian company Savoia/SIAI were among the most commercially successful after the Great War, and the nascent Spanish Naval Aeronautics took notice of them as part of its first aircraft both for training and for reconnaissance and attack aircraft for use from the seaplane carrier "Dédalo".

Spain opted to acquire them in order to have them built under license at the Hereter Workshops in Barcelona, which would eventually be acquired by the Navy.
