In 1938, in the midst of the civil war, Captain Félix Verdeja Bardales, then head of the Workshops company of the Franco Army's Tank Battalion, presented the project of a combat tank that would be superior to the Soviet T-26 (see VBEE No. 5) used by the Republicans in almost every aspect.

After the conflict, it was decided to resume the project of manufacturing indigenous armored vehicles and Verdeja's plan was accepted, which was very well received and progressed rapidly, taking as a reference tanks such as the Panzer I (see VBEE No. 19) and the T-26, for their versatility.
